The Water Facilities Authority is a Joint Powers Agency formed in 1980 for the purpose of acquisition and construction of facilities to treat surface water and supply potable water to the inhabitants of lands within the boundaries of its members. The members of the Authority are: the Cities of Chino, Chino Hills, Ontario, Upland, and the Monte Vista Water District. The Board of Directors is the governing body of the Authority. Each member of the Authority appoints, by Resolution of its governing body, one member of its governing body to act as its Director on the Board. The agency retirement plan is administered by CalPERS.
